Could this be a version of that movie The Minority Report?
Back in 2002, The Minority Report was released to movie theaters and the idea of stopping criminals before they committed a crime became an intriguing topic? Could that be where we are headed?
The Washington Post reports that the White House is considering adopting a program that would somehow identify early signs of violent behavior in those suffering from mental illness. This action is being considered due to gun violence in America.
Moving away from the background checks argument, Pres. Donald Trump has cited mental illness as a huge cause of gun violence and wants to focus on policies that tackle that issue. If you listen to the media speak about each shooter or attacker, they default to mental illness as the issue.
Pres. Trump seems to find a proposal to establish a new agency, the Health Advanced Research Projects Agency, or HARPA, as part of the Health and Human Services Department, very positive. HARPA would be modeled on the Defense Advanced Research Projects Agency, whose mission is working with federal agencies, private companies, and academic institutions on projects for the Pentagon on various occasions.
The Suzanne Wright Foundation has offered up projects for HARPA to include, such as “Stopping Aberrant Fatal Events by Helping Overcome Mental Extremes,” or “Safe Home,” to the White House. The idea of these projects would be to seek out and identify “neurobehavioral signs” of “someone headed toward a violent explosive act” using volunteer data.
Geoffrey Ling, the lead scientific adviser on HARPA and the founding director of the Biological Technologies Office at DARPA says the four-year project would cost an estimated $40 to $60 million.
Ling told the Post: “Everybody would be a volunteer. We’re not inventing new science here. We’re analyzing it so we can develop new approaches.”
