Elijah Cummings (D-MD), the Ranking Member on the House Oversight and Government Reform Committee, tore into former Internal Revenue Service Commissioner Douglas Shulman on Wednesday during hearings into the revelation that the IRS had targeted conservative groups with undue scrutiny.
