Senate Passes $95B Foreign Aid Bill with TikTok Ban, Secures Funding for Taiwan, Israel, and Ukraine

Late on Tuesday night, the Senate passed a $95 billion foreign assistance package that included a ban on TikTok in the United States. This was a significant victory for Congress and secured funds for Taiwan, Israel, and Ukraine. It passed 79–18 votes in favor.

A number of Republicans are delaying voting until there is significant legislation addressing the southern border problem, which has resulted in a standoff in Congress over increased financing for Ukraine as well as other funds for Israel and Taiwan. However, the $61 billion for Ukraine, $26 billion for Israel, and $8.1 billion in assistance for Taiwan are among the three measures that the House voted on Saturday.

By a vote of 80-19, the Senate ended the filibuster of the foreign assistance package, clearing one obstacle earlier on Tuesday. That set the stage for Tuesday night's decisive vote. The Republican leader in the Senate, Mitch McConnell of Kentucky, said that Republicans had "turned the corner" on the assistance package and applauded the end of the filibuster.

At a news conference, McConnell said, "If you are looking for a trend, I think it is a trend in the direction that I would like to see us go, which is America steps up to its leadership role in the world and does what it needs to do," according to ABC News. "I believe that the isolationist trend has peaked. I have discovered that calling those who support it isolationists makes them uncomfortable. We have come a long way, and I believe we still have work to do."

Along with praising the conclusion of the filibuster, Senate Majority Leader Charles Schumer assured Israel and Ukraine that assistance was "on the way."

"Many individuals, both within and outside of Congress, wanted this plan to fall through. Nevertheless, democracy is now triumphing in Congress, according to Schumer, who made this statement after Tuesday afternoon's procedural votes. "To our friends in Ukraine, to our allies in NATO, to our allies in Israel, and to civilians around the world in need of help -- help is on the way."

A $95 billion relief plan had already cleared the Senate, but this time it has already passed the House of Representatives with a few minor legislative modifications. The most noteworthy ones, according to the Associated Press, were the provision of financing to Ukraine and modifications to the Taiwan law that contained a provision allowing the US to impose a national ban on the TikTok app.

After applauding the foreign assistance package's passing, President Joe Biden said that he would sign the law on Wednesday as soon as it reached his desk. When he signs the legislation, he is also supposed to make a few brief words about it.
